Bystander diffusion is the chronic individual tendency to treat situations requiring intervention as though responsibility is distributed across all present parties — producing systematic non-intervention in situations the individual would address if alone. Originally identified as a situational phenomenon by Darley and Latan\'e, the bystander effect describes how the presence of others reliably inhibits helping.

This paper extends that analysis to the dispositional level, applying the displacement framework to characterize bystander diffusion as a wrong attractor W_BD within responsibility-space: a stable basin into which the individual reliably falls whenever situations require intervention, regardless of the number of others actually present. As the attractor stabilizes, the individual begins to apply diffusion reasoning — “someone else will handle this” — in smaller-group and even individual contexts where it is no longer valid.

We identify three interlocking basin-maintenance mechanisms: (1) pluralistic ignorance maintenance, in which mutual social calibration produces collective inaction that retroactively confirms non-intervention; (2) diffusion as cognitive economy, in which the offloading of responsibility is metabolically cheap and becomes entrenched as a default; and (3) post-hoc legitimation, in which the chronic bystander generates self-exculpatory narratives after each episode of non-intervention, foreclosing corrective learning.

The ground state S^0 — Calibrated Personal Responsibility — is defined as the capacity to intervene when intervention is warranted, without requiring the absence of others to trigger action. Formal propositions P1–P9 characterize the attractor structure, its developmental roots, its relational and moral costs, and the return paths to ground state. A dynamical model using ordinary differential equations formalizes the diffusion basin's stability and the perturbation conditions under which return becomes possible.

We close by distinguishing chronic bystander diffusion from appropriate social delegation, legitimate role-based non-intervention, and situationally rational deference, preserving the validity of contextually appropriate non-action while identifying what makes the chronic pattern a wrong attractor rather than an adaptive social behavior.
