Acting under uncertainty is a fundamental capacity of a functioning agent. In its calibrated form, the person gathers sufficient information for the stakes involved, tolerates residual uncertainty as an irreducible feature of decision-making, commits to an action, and updates based on feedback. Chronic analysis-paralysis is formally reconceptualised here within the Displacement Framework as a wrong attractor W_ CAP in the landscape of decisional functioning, structurally distinct from the healthy ground state S^0_ CAU — Calibrated Action-Under-Uncertainty — which is the capacity to act on adequate information without requiring certainty as a precondition.

The analysis-paralytic pursues perfect information before acting, yet the information gathered does not converge to the certainty sought: the uncertainty U(t) that drives the paralysis is not reducible by additional data I(t), because much of the uncertainty is irreducible, and the compulsion to gather more data does not diminish with saturation. This paper formalises the Paralysis Paradox: more analysis does not reduce the uncertainty that motivates it; additional information has diminishing marginal value for uncertainty reduction, but the drive to gather it follows no diminishing-returns logic.

Meanwhile, the action-deferral cost D(t) accumulates monotonically. Three sustaining mechanisms are identified and formally characterised: (1) error-as-catastrophe encoding, in which acting on imperfect information is experienced as unacceptable risk, making the cost of a wrong action under uncertainty feel catastrophic while the cost of non-action under uncertainty is rendered invisible; (2) analysis-as-action-substitute, in which the activity of gathering information, modelling outcomes, and refining plans is experienced as a productive form of engagement with the problem — a substitute that generates enough of a sense of progress to discharge the discomfort of not acting, without ever producing the act itself; and (3) uncertainty-intolerance amplification, in which each episode of deferral raises the subjectively required certainty threshold, deepening the basin and increasing the distance between the agent's current epistemic state and the state required to act.

Nine propositions formalise these mechanisms, the information-uncertainty dynamics, the deferral cost accumulation, and the return paths through calibrated action, bounded commitments, and tolerance-for-ambiguity training. The paper draws on Simon's bounded rationality, Kahneman and Tversky's work on decision under uncertainty, Schwartz's paradox of choice, Cialdini's commitment and consistency findings, Budner's tolerance-for-ambiguity scale, and Seligman's learned helplessness research.
