A distinction exists between appropriate epistemic tentativeness — the honest acknowledgement of genuine uncertainty — and chronic strategic vagueness: the habitual use of deliberately imprecise language organised not around accurate communication but around the preservation of plausible deniability, the avoidance of commitment, and the escape from accountability. The chronic strategic vague communicator does not speak imprecisely because the subject matter is genuinely indeterminate; they speak imprecisely because precision would make them accountable, and accountability is the threat they are organised to avoid.

Every statement is calibrated to survive reinterpretation: if consequences emerge, the statement can always be retrospectively read as having meant something different. This paper reconceptualises chronic strategic vagueness within the Displacement Framework as a wrong attractor W_CSV in the landscape of communicative clarity. We identify the accountability-fear driver as the foundational mechanism, the strategic ambiguity toolkit (systematic hedging, abstraction escalation, and scope-shifting) as the maintenance apparatus, and the plausible-deniability escape hatch as the feature that makes the basin self-sealing.

The accumulated displacement integral measures the chronic cost of this pattern: the progressive erosion of communicative trust, the atrophy of the individual's own capacity for clear commitment, and the relational damage sustained by those who repeatedly receive vague answers to specific questions and eventually stop asking. Nine propositions formalise the attractor's architecture, basin dynamics, and return conditions.

The ground state S^0 — calibrated communicative clarity — is defined as the willingness to say what one means with sufficient specificity to be held accountable for it, accepting the genuine vulnerability that comes with clear commitment. Return paths include specificity practice, accountability reframing, and the deliberate cultivation of communicative trust.
