3. Safety envelope and public use plan before open access
4. Lab-logs with f0, f_drive, P_piezo, drive_on; harvest tracks drive

Commercial: Materials mid from costs; site safety and install adders from pilot-budget site_adders. Not a binding purchase until a definitive agreement.
